TalkTalk dismisses illegal download cut-off idea

The chief executive of Carphone Warehouse has criticised the music industry for failing to adapt to changing technology and as a result trying to "foist" its problems regarding illegal file sharing and security on to someone else.
Comments from Charles Dunstone are the view of TalkTalk, the internet service provider (ISP) owned by the Carphone Warehouse, which is suggesting that it is not the responsibility of ISPs to police the internet in this way.
"I cannot foresee any circumstances in which we would voluntarily disconnect a customer's account on the basis of a third party alleging a wrongdoing," Mr Dunstone said.
The British Phonographic Industry (BPI) has called for a three-strikes-and-you're-out rule for persistent offenders, who should be warned by their ISP that they could be cut off for such practice.
However, TalkTalk has called the scheme "unreasonable and unworkable".
Earlier this week, the BPI confirmed it was in discussions with Virgin Media and a number of other ISPs concerning a "richer legal music downloading experience" that could enhance the user experience.
